One thing I've run into is when W7 won't let me delete a folder saying I need "permission" to do so etc. I did the ownership method (whatever it's called) and sometimes that works and sometimes it doesn't.
I found a quick work around is to simply just go into the folder in question and delete all the files or sub-folders within first .....often they will delete but sometimes you will get a rogue sub-folder that won't delete as well. I just delete the files within that folder as well then once emptied the folders will usually delete without problems.
I used to do this with XP as well and it worked ok too.

I've done that a time or two with XP Judy, although sometimes you get one live file that wont go. Usually doing it in Safe Mode overcomes that problem. With Win7 I go into the Advanced Properties of all the folders and make myself God, not had any trouble removing anything.

What key is it to go into safe mode on W7?

If you like to have utilities to help in these instances, there is a small, free one called "LockHunter" that is 32-bit and 64-bit friendly. I personally like it because it shows me exactly what is locking the file. But locked files are not so much a problem as they used to be.
